The Wesley Manor project involves a multi-phase comprehensive modernization, structural retrofit, and accessibility upgrade of an existing 12-story precast panel concrete building serving as a vital low-income elderly housing facility. Supported by a strategic combination of HUD and private funding, this complex public works project required highly technical phasing to operate within an occupied environment, successfully maintaining 90% occupancy throughout the duration of the work.

A primary focus of the renovation was to significantly enhance universal access across the facility. This included comprehensive accessibility upgrades to all public and communal spaces. Beyond the public realm, five percent of the residential units were converted to meet full public accessibility standards, while the remaining units were proactively upgraded to adaptable, multifamily accessibility standards at the owner's request.

In addition to the interior modernization, the building underwent critical structural and seismic retrofits spanning the first through fourth floors. This robust stabilization was achieved utilizing a highly specialized combination of structural shotcrete and Fiber Reinforced Polymer (FRP) reinforcement, ensuring the long-term safety and resilience of the structure.

Later phases of the project focused on extensive site renovations and exterior modernizations. This included significantly increasing exterior accessibility and the addition of new covered walkways, ensuring safe and sheltered paths of travel from drop-off locations directly to the main building entries.
